Hong Kong Berkolaborasi dengan Uni Eropa Percepat Transisi Hijau

Pemerintah Hong Kong memperkuat kemitraan strategis dengan Uni Eropa untuk mempercepat transisi ekonomi hijau dan dekarbonisasi melalui inovasi teknologi serta mobilisasi investasi dalam forum Greenway 2026 pada Selasa, 23 Juni 2026.

Forum keberlanjutan tahunan kelima yang diselenggarakan bersama oleh Kantor Uni Eropa untuk Hong Kong dan Makau serta Kamar Dagang Eropa di Hong Kong ini dihadiri oleh lebih dari 300 peserta dari kalangan pejabat pemerintah, pemimpin bisnis, dan organisasi masyarakat sipil.

Kepala Kantor Uni Eropa untuk Hong Kong dan Macao Harvey Rouse memaparkan peran aktif perusahaan-perusahaan Eropa dalam mendukung transformasi digital dan ramah lingkungan di Hong Kong, termasuk dalam pembangunan proyek Northern Metropolis.

"EU companies are active here in sustainable construction, waste management, water desalination and aircraft recycling so that they can bring expertise, investment and innovative solutions to support Hong Kong’s green and digital transformation," kata Harvey Rouse, Head of the European Union Office to Hong Kong and Macao.

Rouse menambahkan bahwa Uni Eropa dan Hong Kong dapat memperdalam kolaborasi pada tiga inisiatif utama, yaitu dialog layanan keuangan hijau, ambisi dekarbonisasi, serta pengembangan pusat penerbangan berkelanjutan dan pengiriman hijau.

Penjabat Kepala Eksekutif Hong Kong Paul Lam Ting-kwok merespons positif dengan memaparkan target wilayahnya untuk memotong setengah emisi karbon sebelum tahun 2035 dan mencapai netralitas karbon pada 2050.

"Hong Kong’s total greenhouse gas emissions have already fallen 27 percent from the 2014 peak level," ujar Paul Lam Ting-kwok, Acting Chief Executive.

Lam juga menjelaskan peluncuran dokumen konsultasi publik rencana lima tahun pertama Hong Kong yang merekomendasikan dukungan terhadap teknologi hijau percontohan, pengembangan bahan bakar penerbangan berkelanjutan (SAF), hidrogen, serta penguatan perusahaan teknologi ramah lingkungan.

"Hong Kong’s first five-year plan public consultation document, which was released last week, articulated three directions for developing a green economy in Hong Kong," kata Paul Lam Ting-kwok, Acting Chief Executive.

Sekretaris Tetap untuk Inovasi, Teknologi, dan Industri Kevin Choi menekankan posisi strategis Hong Kong sebagai "super connector" antara ekosistem produksi hijau Cina Daratan dengan komunitas teknologi hijau internasional di bawah prinsip satu negara dua sistem.

"It is an honour to join you today at this prestigious forum, a platform dedicated to exploring the profound synergy between innovation and technology (I&T) and our collective journey toward carbon neutrality," tutur Kevin Choi, Permanent Secretary for Innovation, Technology and Industry.

Choi menambahkan bahwa pemerintah Hong Kong secara konsisten mendanai riset teknologi hijau melalui Dana Inovasi dan Teknologi yang telah menyalurkan lebih dari 53 juta euro untuk 160 proyek penelitian dan pengembangan.

"To our friends and partners from abroad, I extend the warmest and most sincere welcome to Hong Kong. Your presence here underscores a shared global truth: the challenge of climate change has no borders. When we talk about decarbonisation, it is easy to relate the discussion to the realm of environmental policy or regulatory compliance.

In fact, true sustainability requires us to look much deeper. Decarbonisation, at its core, involves a fundamental I&T transformation. It demands that we reinvent how we live our lives," sambung Kevin Choi, Permanent Secretary for Innovation, Technology and Industry.

Sekretaris Keuangan dan Perbendaharaan Christopher Hui memaparkan strategi pemanfaatan sektor finansial sebagai mesin utama penggerak transformasi lingkungan di Hong Kong.

"The Green Way is more than a theme; it is a shared journey. It is our commitment to leave behind a legacy of clean skies, verdant landscapes, and sustainable opportunity for generations to come. It is also a statement of hope - that our world can thrive without compromise, fuelled by green innovation, collaboration, and purpose," tegas Christopher Hui, Secretary for Financial Services and the Treasury.

Hui memaparkan bahwa volume utang hijau dan berkelanjutan yang diterbitkan di Hong Kong pada tahun lalu melampaui US$76 miliar, dengan obligasi hijau yang diatur di kota tersebut mencapai US$38... m...iliar atau sekitar 40 persen dari total regional Asia.

"Here in Hong Kong, we stand ready to lead the charge for a greener future. We have set the target of a 50 per cent reduction in carbon emissions before 2035 and carbon neutrality before 2050. The Chief Executive's 2025 Policy Address also underscored sustainability as a cornerstone of Hong Kong's future development.

These are ambitious goals, and finance is the engine that powers this transformation. Last month, I was in Central Asia attending the Asian Development Bank's Annual Meeting in Uzbekistan. During the meeting, member economies discussed not only how to reshape global value chains amid a complex and rapidly changing landscape, but also - and this was a recurring theme - how to use finance to support green and sustainable development.

This includes funding renewable energy infrastructure and channelling long-term capital into transition projects. Many nations are facing the dual challenge of economic transformation and climate resilience. Hong Kong's answer lies in being the "super connector" and "super value-adder" - channelling global capital to where it is needed most for green projects," tambah Christopher Hui, Secretary for Financial Services and the Treasury.

Penjabat Sekretaris Keuangan Michael Wong Wai-lun menutup forum dengan mengapresiasi penyerahan 29 rekomendasi bisnis dari Uni Eropa untuk mempercepat transformasi ramah lingkungan dan inovatif kedua wilayah.

"We deeply value the European Union’s pioneering contributions to green technologies and to the development of robust international standards. And I must thank our European partners again for bringing to Hong Kong their vision, their world-leading techs, and their environmentally friendly culture," kata Michael Wong Wai-lun, Acting Financial Secretary.

Wong menambahkan bahwa kebijakan energi Hong Kong ditargetkan meningkatkan pangsa energi nol-karbon untuk pembangkit listrik menjadi 60-70 persen pada 2035, serta menguji operasi bunkering metanol hijau pertama di terminal peti kemas pada Maret 2026.
